وَمِنَ الْاَعْرَابِ مَنْ يَّتَّخِذُ مَا يُنْفِقُ مَغْرَمًا وَّيَتَرَبَّصُ بِكُمُ الدَّوَاۤىِٕرَ ۗعَلَيْهِمْ دَاۤىِٕرَةُ السَّوْءِ ۗوَاللّٰهُ سَمِيْعٌ عَلِيْمٌ ( التوبة: ٩٨ )
wamina
وَمِنَ
And among
l-aʿrābi
ٱلْأَعْرَابِ
the bedouins
man
مَن
(is he) who
yattakhidhu
يَتَّخِذُ
takes
mā
مَا
what
yunfiqu
يُنفِقُ
he spends
maghraman
مَغْرَمًا
(as) a loss
wayatarabbaṣu
وَيَتَرَبَّصُ
and he awaits
bikumu
بِكُمُ
for you
l-dawāira
ٱلدَّوَآئِرَۚ
the turns (of misfortune)
ʿalayhim
عَلَيْهِمْ
Upon them
dāiratu
دَآئِرَةُ
(will be) the turn
l-sawi
ٱلسَّوْءِۗ
(of) the evil
wal-lahu
وَٱللَّهُ
And Allah
samīʿun
سَمِيعٌ
(is) All-Hearer
ʿalīmun
عَلِيمٌ
All-Knower
Wa minal A'raabi mai yattakhizu maa yunfiqu maghramanw wa yatarabbasu bikumud dawaaa'ir; alaihim daaa'iratus saw'; wallaahu Samee'un 'Aleem (at-Tawbah 9:98)
Sahih International:
And among the bedouins are some who consider what they spend as a loss and await for you turns of misfortune. Upon them will be a misfortune of evil. And Allah is Hearing and Knowing. (At-Tawbah [9] : 98)

And among the Bedouins there are those who take what they spend as a fine, and they look forward to the cycles of time to turn against you. Upon those is the evil cycle. And Allah is All-Hearing, All-Knowing.
