مِنَ الَّذِيْنَ هَادُوْا يُحَرِّفُوْنَ الْكَلِمَ عَنْ مَّوَاضِعِهٖ وَيَقُوْلُوْنَ سَمِعْنَا وَعَصَيْنَا وَاسْمَعْ غَيْرَ مُسْمَعٍ وَّرَاعِنَا لَيًّاۢ بِاَلْسِنَتِهِمْ وَطَعْنًا فِى الدِّيْنِۗ وَلَوْ اَنَّهُمْ قَالُوْا سَمِعْنَا وَاَطَعْنَا وَاسْمَعْ وَانْظُرْنَا لَكَانَ خَيْرًا لَّهُمْ وَاَقْوَمَۙ وَلٰكِنْ لَّعَنَهُمُ اللّٰهُ بِكُفْرِهِمْ فَلَا يُؤْمِنُوْنَ اِلَّا قَلِيْلًا   ( النساء: ٤٦ )

وَيَقُولُونَ
and they say
samiʿ'nā
سَمِعْنَا
"We hear[d]
waʿaṣaynā
وَعَصَيْنَا
and we disobey[ed]"
wa-is'maʿ
وَٱسْمَعْ
and Hear
ghayra
غَيْرَ
not
mus'maʿin
مُسْمَعٍ
to be heard
warāʿinā
وَرَٰعِنَا
and Raina"
layyan
لَيًّۢا
twisting
bi-alsinatihim
بِأَلْسِنَتِهِمْ
[with] their tongues
waṭaʿnan
وَطَعْنًا
and defaming
فِى
[in]
l-dīni
ٱلدِّينِۚ
the religion
walaw
وَلَوْ
And if
annahum
أَنَّهُمْ
[that] they
qālū
قَالُوا۟
(had) said
samiʿ'nā
سَمِعْنَا
"We hear[d]
wa-aṭaʿnā
وَأَطَعْنَا
and we obey[ed]"
wa-is'maʿ
وَٱسْمَعْ
and Hear
wa-unẓur'nā
وَٱنظُرْنَا
and look (at) us
lakāna
لَكَانَ
surely it (would) have been
khayran
خَيْرًا
better
lahum
لَّهُمْ
for them
wa-aqwama
وَأَقْوَمَ
and more suitable
walākin
وَلَٰكِن
[And] but
laʿanahumu
لَّعَنَهُمُ
cursed them
l-lahu
ٱللَّهُ
Allah
bikuf'rihim
بِكُفْرِهِمْ
for their disbelief
falā
فَلَا
so not
yu'minūna
يُؤْمِنُونَ
they believe
illā
إِلَّا
except
qalīlan
قَلِيلًا
a few

Minal lazeena haadoo yuharrifoonal Kalima 'am mawaadi'ihee wa yaqooloona sami'naa wa 'asainaa wasma' ghaira musma'inw wa raa'inaa laiyam bi alsinatihim wa ta'nan fiddeen; wa law annahum qaaloo sami'naa wa ata'naa wasma' wanzurnaa lakaana khairal lahum wa aqwama wa laakil la ''anahumul laahu bikufrihim falaa yu'minoona illaa qaleela (an-Nisāʾ 4:46)

Sahih International:

Among the Jews are those who distort words from their [proper] places [i.e., usages] and say, "We hear and disobey" and "Hear but be not heard" and "Ra’ina," twisting their tongues and defaming the religion. And if they had said [instead], "We hear and obey" and "Wait for us [to understand]," it would have been better for them and more suitable. But Allah has cursed them for their disbelief, so they believe not, except for a few. (An-Nisa [4] : 46)

1 Mufti Taqi Usmani

Among the Jews there are some who distort the words against their contexts, and say, “We hear and disobey,” and “Hear. May you not be made to hear,” and “Rā‘inā”, twisting their tongues and maligning the Faith.If they had said, “We hear and obey,” and “Hear,” and “Look after us,” it would have been better for them, and more proper, but Allah has cast His curse on them due to their disbelief. So, they do not believe except a few.
