يَعِدُهُمْ وَيُمَنِّيْهِمْۗ وَمَا يَعِدُهُمُ الشَّيْطٰنُ اِلَّا غُرُوْرًا ( النساء: ١٢٠ )

He promises them
wayumannīhim
وَيُمَنِّيهِمْۖ
and arouses desires in them
wamā
وَمَا
and not
yaʿiduhumu
يَعِدُهُمُ
promises them
l-shayṭānu
ٱلشَّيْطَٰنُ
the Shaitaan -
illā
إِلَّا
except
ghurūran
غُرُورًا
deception
Ya'iduhum wa yuman neehim wa maa ya'iduhumush Shaitaanu illaa ghurooraa (an-Nisāʾ 4:120)
Sahih International:
He [i.e., Satan] promises them and arouses desire in them. But Satan does not promise them except delusion. (An-Nisa [4] : 120)

He (the Satan) makes promises to them, and he tempts them with hopes. The Satan does not make a promise to them but to deceive.
