وَاِذَآ اَرَدْنَآ اَنْ نُّهْلِكَ قَرْيَةً اَمَرْنَا مُتْرَفِيْهَا فَفَسَقُوْا فِيْهَا فَحَقَّ عَلَيْهَا الْقَوْلُ فَدَمَّرْنٰهَا تَدْمِيْرًا   ( الإسراء: ١٦ )

wa-idhā
وَإِذَآ
And when
aradnā
أَرَدْنَآ
We intend
an
أَن
that
nuh'lika
نُّهْلِكَ
We destroy
qaryatan
قَرْيَةً
a town
amarnā
أَمَرْنَا
We order
mut'rafīhā
مُتْرَفِيهَا
its wealthy people
fafasaqū
فَفَسَقُوا۟
but they defiantly disobey
fīhā
فِيهَا
therein;
faḥaqqa
فَحَقَّ
so (is) proved true
ʿalayhā
عَلَيْهَا
against it
l-qawlu
ٱلْقَوْلُ
the word
fadammarnāhā
فَدَمَّرْنَٰهَا
and We destroy it
tadmīran
تَدْمِيرًا
(with) destruction

Wa izaaa aradnaaa an nuhlika qaryatan amarnaa mutrafeehaa fafasaqoo feehaa fahaqqa 'alaihal qawlu fadammarnaahaa tadmeeraa (al-ʾIsrāʾ 17:16)

Sahih International:

And when We intend to destroy a city, We command its affluent but they defiantly disobey therein; so the word [i.e., deserved decree] comes into effect upon it, and We destroy it with [complete] destruction. (Al-Isra [17] : 16)

And when We intend to destroy a habitation, We command its affluent people (to do good), then they commit sins therein, and thus the word (of punishment) becomes applicable to it (habitation), and We annihilate it totally.
