يُنَزِّلُ الْمَلٰۤىِٕكَةَ بِالرُّوْحِ مِنْ اَمْرِهٖ عَلٰى مَنْ يَّشَاۤءُ مِنْ عِبَادِهٖٓ اَنْ اَنْذِرُوْٓا اَنَّهٗ لَآ اِلٰهَ اِلَّآ اَنَا۠ فَاتَّقُوْنِ ( النحل: ٢ )

He sends down
l-malāikata
ٱلْمَلَٰٓئِكَةَ
the Angels
bil-rūḥi
بِٱلرُّوحِ
with the inspiration
min
مِنْ
of
amrihi
أَمْرِهِۦ
His Command
ʿalā
عَلَىٰ
upon
man
مَن
whom
yashāu
يَشَآءُ
He wills
min
مِنْ
of
ʿibādihi
عِبَادِهِۦٓ
His slaves
an
أَنْ
that
andhirū
أَنذِرُوٓا۟
"Warn
annahu
أَنَّهُۥ
that [He]
lā
لَآ
(there is) no
ilāha
إِلَٰهَ
god
illā
إِلَّآ
except
anā
أَنَا۠
Me
fa-ittaqūni
فَٱتَّقُونِ
so fear Me"
Yunazzilul malaaa 'ikata birroohi min amrihee 'alaa mai yashaaa'u min 'ibaadiheee an anzirooo annahoo laaa ilaaha illaaa ana fattaqoon (an-Naḥl 16:2)
Sahih International:
He sends down the angels, with the inspiration [i.e., revelation] of His command, upon whom He wills of His servants, [telling them], "Warn that there is no deity except Me; so fear Me." (An-Nahl [16] : 2)

He sends down the angels at His behest with the spirit, (that is, the revelation), upon whom He wills from among His servants: “Warn people that there is no god but Me. So, fear Me.”
