اَنْزَلَ مِنَ السَّمَاۤءِ مَاۤءً فَسَالَتْ اَوْدِيَةٌ ۢ بِقَدَرِهَا فَاحْتَمَلَ السَّيْلُ زَبَدًا رَّابِيًا ۗوَمِمَّا يُوْقِدُوْنَ عَلَيْهِ فِى النَّارِ ابْتِغَاۤءَ حِلْيَةٍ اَوْ مَتَاعٍ زَبَدٌ مِّثْلُهٗ ۗ كَذٰلِكَ يَضْرِبُ اللّٰهُ الْحَقَّ وَالْبَاطِلَ ەۗ فَاَمَّا الزَّبَدُ فَيَذْهَبُ جُفَاۤءً ۚوَاَمَّا مَا يَنْفَعُ النَّاسَ فَيَمْكُثُ فِى الْاَرْضِۗ كَذٰلِكَ يَضْرِبُ اللّٰهُ الْاَمْثَالَ ۗ  ( الرعد: ١٧ )

أَنزَلَ
He sends down
mina
مِنَ
from
l-samāi
ٱلسَّمَآءِ
the sky
māan
مَآءً
water
fasālat
فَسَالَتْ
and flows
awdiyatun
أَوْدِيَةٌۢ
the valleys
biqadarihā
بِقَدَرِهَا
according to their measure
fa-iḥ'tamala
فَٱحْتَمَلَ
and carries
l-saylu
ٱلسَّيْلُ
the torrent
zabadan
زَبَدًا
a foam
rābiyan
رَّابِيًاۚ
rising
wamimmā
وَمِمَّا
And from what
yūqidūna
يُوقِدُونَ
they heat
ʿalayhi
عَلَيْهِ
[on] it
فِى
in
l-nāri
ٱلنَّارِ
the fire
ib'tighāa
ٱبْتِغَآءَ
in order to make
ḥil'yatin
حِلْيَةٍ
ornaments
aw
أَوْ
or
matāʿin
مَتَٰعٍ
utensils
zabadun
زَبَدٌ
a foam
mith'luhu
مِّثْلُهُۥۚ
like it
kadhālika
كَذَٰلِكَ
Thus
yaḍribu
يَضْرِبُ
sets forth
l-lahu
ٱللَّهُ
Allah
l-ḥaqa
ٱلْحَقَّ
the truth
wal-bāṭila
وَٱلْبَٰطِلَۚ
and the falsehood
fa-ammā
فَأَمَّا
Then as for
l-zabadu
ٱلزَّبَدُ
the foam
fayadhhabu
فَيَذْهَبُ
it passes away
jufāan
جُفَآءًۖ
(as) scum
wa-ammā
وَأَمَّا
and as for
مَا
what
yanfaʿu
يَنفَعُ
benefits
l-nāsa
ٱلنَّاسَ
the mankind
fayamkuthu
فَيَمْكُثُ
remains
فِى
in
l-arḍi
ٱلْأَرْضِۚ
the earth
kadhālika
كَذَٰلِكَ
Thus
yaḍribu
يَضْرِبُ
Allah sets forth
l-lahu
ٱللَّهُ
Allah sets forth
l-amthāla
ٱلْأَمْثَالَ
the examples

Anzala minas samaaa'i maaa'an fasaalat awdiyatum biqadarihaa fahtamalas sailu zabadar raabiyaa; wa mimmmaa yooqidoona 'alaihi fin naarib tighaaa'a bilyatin aw mataa'in zabadum misluh; kazaalika yadribul laahul haqqa wal baatil; fa ammaz zabadu fa yazhabu jufaaa'aa; wa ammaa maa yanfa'un naasa fa yamkusu fil ard; kazaalika yadribul laahul amsaal (ar-Raʿd 13:17)

Sahih International:

He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus Allah presents [the example of] truth and falsehood. As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth. Thus does Allah present examples. (Ar-Ra'd [13] : 17)

1 Mufti Taqi Usmani

He sent down water from the heavens, so the canals flowed according to their capacity, and the flood carried bulging scum. And a similar scum comes up from what they melt in the fire to obtain ornaments or other objects. This is how Allah depicts the truth and the untruth. As for the scum, it goes to be thrown away, while that which benefits people remains on the earth. This is how Allah brings out the parables.
